Higher education has become essential for national economic growth and development in today’s global knowledge economy. As Zimbabwe moves towards Vision 2030, higher education through the Heritage-Based Education 5.0 model stands as one of the central pillars for achieving an upper-middle-income economy by 2030.

However, the higher education sector faces several challenges, including increasing competition, changing job market demands, and emerging technologies that continue to disrupt traditional research, innovation, teaching, and learning methods. To address these challenges and better equip stakeholders, particularly policymakers, there is a need for an integrated higher education information management system capable of providing comprehensive sector-wide insights through data and analytics.

To this end, under the direction of the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development, Information Communication Technology (ICT) experts from higher and tertiary education institutions across the country recently convened at the University of Zimbabwe. The meeting, coordinated by the Zimbabwe Council for Higher Education, focused on reviewing progress made in developing an integrated higher education information management system known as DuraIsiphala263 and discussing the next steps towards its completion.

DuraIsiphala263 will consolidate data and information from universities, polytechnics, teachers’ colleges, and industrial training centres into a centralized database or data warehouse. The system will feature multiple modules tailored to meet the information requirements of different stakeholders.

The platform is expected to provide valuable information on:

  • Student enrolment across institutions and disciplines
  • Graduation rates
  • Research outputs
  • Institutional performance metrics
  • Sector-wide trends and analytics

These insights will support informed decision-making at all levels within the higher and tertiary education sector.

One of the major benefits of DuraIsiphala263 will be the ability to access crucial data and statistics in real time. Key stakeholders, including the Ministry, ZIMCHE, and educational institutions themselves, will be able to monitor institutional and sector performance, identify emerging trends and skills gaps, and guide policy development using accurate and timely information.

Beyond analytics, DuraIsiphala263 is also expected to strengthen collaboration and knowledge sharing among institutions. By breaking down operational silos, the system aims to create a more responsive, collaborative, and innovative higher education ecosystem aligned with Education 5.0 principles.

Potential opportunities enabled by the platform include:

  • Sharing institutional best practices
  • Collaborative research initiatives
  • Development of joint academic programmes
  • Enhanced sector-wide coordination

During the meeting, Professor Paul Mapfumo, Vice-Chairperson of the ZIMCHE Council and Vice-Chancellor of the University of Zimbabwe, emphasized the importance of data-led quality assurance in maintaining a high-quality higher and tertiary education system.

In his presentation, Professor Kuzvinetsa P. Dzvimbo, Chief Executive Officer of ZIMCHE, highlighted the growing importance of data analytics within the regulatory environment. He explained that DuraIsiphala263 must support:

  1. Descriptive Analytics – providing insights into past and current performance
  2. Predictive Analytics – forecasting future trends and outcomes
  3. Prescriptive Analytics – recommending actions needed to achieve desired objectives

Once completed, DuraIsiphala263 is expected to provide robust data capabilities that will significantly transform and shape the entire higher and tertiary education sector in Zimbabwe.
